how can i create a website with a discussion board for the visitors.?

OK, so i want to create a website, where i write a subject and people can discuss it (eg. is it right to test on animals), but i have no idea how to create sort of boxes where they can write their opinions and stuff. anyway, i cant find a free website builder that can let me do that. Please help
