It means you have reached your follow limit for the day. You will be able to follow people again in a few hours or even 24 hours. Twitter does this so bots and ad companies aren't following like millions of people. Smile hope this helps

you could have reached your limit to follwoing people depending on how many you are following. For example i have around 562 twitter followers and i am following 2,002 people on twitter. I cant follow anybody else until my twitter followers go a lil higher. (this is true) so that may be why
