If that certain user has a Twitter page type "@" along with their username attached to the "@" while writing the message that you want to send that person. No matter where you send that certain person the tweet as long as your using their user name and "@" in the tweet it will get sent to their mentions. Even if their profile is private your tweets should get sent to them unless they were to block you.
