Does he like me? What can i do to get him to like me?

Hey everyone im hoping you can help me out here.
There's this guy I really like, tim, but I really can't tell if he likes me. We made out once, but we were both pretty drunk.
Besides that we talk all day every day through facebook and text but he is pretty shy when i see him face to face. We've done a few things together but he always just calls it "hanging out" and he never offers to pay or tries to make a move. He always starts the conversation and seems to do anything to stop it from "dying". Does he like me? Or does he just enjoy having someone to talk to? He has another female friend which he talks to a bit too, but i'm fairly certain it's not as much as me. He seems a lot more comfortable around her too. But they have talked it out many times, and certainly arent into each other.
Please give me your honest opinion, dont feel you have try and be nice.
