Well, it depends on how it's being used, or where you are seeing the reference.

Nomenclature is destiny is a tweet that BeccaPiano posted on Twitter. She then proceeded to type a sentence that basically poked fun at the word, "Angus Beef."
She appears to be a writer, either professionally or for fun, but if you look at her profile, it provides some insight into her abilities and interests.

Lastly, there was a blog named "Nomenclature is Destiny," but I couldn't determine who wrote it. It's possible that she wrote it, or that she owns the phrase, or that she saw the phrase and like it and then just posted it.
