Say an individual knows a woman and sees her twice a week at most in a public setting. The woman maybe recognizes this individual and says hello from time to time, but doesn't know the individuals name or much else.
However this individual looks up the woman on the internet on facebook and such and has discovered any public info available about her, her age, address(doesn't go by, but knows where it is), family, hobbies, etc. But there is never any contact made of any kind except the expected time when they attend the same group function together.

Well "stalking" is to pursue stealthily. Pursue could mean to seek sexual activities, or to follow. stealthily is in a manner which is undetected and careful. If this person were to seek sexual activities this would be pursuing. To find information about someone without their knowing is stealthy, as you are undetected. So technically, by definition, it is stalking. As to whether or not it is something to be worried about, nah.

It isn't stalking completely. It is creepy though. Your just a little curious an want to know her a little more without asking. Plus, you go to the same group function. It would be stalking I you stealthily pursue her.

By what info you've given here then it isn't stalking. People look up others on the internet all the time and just saying hello to someone at a public gathering a few times a week isn't against the law either.
People know when they put personal information about themselves on the internet that others have access to it.
I hate the thought of stalking and how dangerous people that do it are but what has happened here isn't enough to call it such.
Apparently, there is interest but it is kept hidden from the girl so I think that is cause for concern since he is not willing to speak to her his interest could be unhealthy and become something dangerous.

Yes I think so. Because of the things the guy do especially finding out all the details about the woman involve. The individual looks up the woman on the internet on FB and such has discoveredy any public info available about her and her age etc. and the pictures if any found on FB. This is clearly stalking already.
