What Price range can I do that?

I started building one a while ago but abandoned the project when I ran into the issue of hosting it. A normal server costs around €40 a month and to get one to handle traffic to a social network your looking at over €100 a month plus startup costs of around €200 and that's only for a server wait till you encounter all the other costs as well. You can see why I never finished my SN.

I suggest you research things and form a business plan before diving in, a social network site would not be the easiest place for someone with no prior site management experience to start. A forum might be a step down in complexity.
One free open source Social Site Framework Script that might be a cost saving starting point is Elgg.com it would still require someone with scripting and site administration experience, you could take a short at hiring a freelancer at odesk.com, elance.com or vworker.com, I have heard of a lot of competent programmers in east Europe and Russia that are not too expensive.
Typically sites make their revenue from renting ad space, Facebook was a success in part because it didn't try to earn revenue for the first 4 years or so.

Personally I would say building one would be a waste of time, unless your site offers something different and amazing. Because if its a copy of facebook or twitter you can be sure no one will use it. so do research on good ideas for social networks that haven't been done yet, look for a gap in the market or try to find what facebook is missing. Give people a reason to use your SN instead of facebook or twitter. and adding on to the previous answer, make sure you have enough funds for hosting such a big site and enough to pay a programmer.

There is no get rich quick scheme for social networks.
Anyone can build a website, webs.com offers free website building with members applications.
you can make money from displaying advertising on your website.

When I first got into website building, I basically had the same idea as you but my first site failed and failed quickly.

You need alot more then just an idea or a need for money to be able to create a successful website.
Many people create social networks in the hope to make the next big thing, but if you are starting off with no knowledge of websites, coding or ability... it's just not going to happen.

Build a website around what you know about. If you have 2000 close friends who are willing to join a social network you build, go ahead with it but if you don;t, think smaller and build from that.

It can be very disheartening when you fail.
