How do I start talking to boys from other schools?

I really like this boy but he goes to a different high school. We went to the same middle school and he is a year older than me. We never talked in middle school but now I really want to start talking to him. I dont know how to start talking to him because he isnt friend with any of my friends. I dont want to randomly dm him on twitter because i dont want to appear as a stalker... how do I do it? HELP!!!
