How do I report an ethical hacker who I personally know to my ISP?
He has had access to my hotmail accounts and facebook and sent a virus to my laptop and remotely accessed my files. he lives in another country. I would like to know how to protect myself online and secure my broadband and wifi and to learn about VPN. thank you

don't bother, they won't care.
and how is he an ethical hacker, did he tell you so? he is a data thief, and he messed with your computer, that's not an ethical hacker.

I'm sure your ISP will report him to the police and the police will take a ship to another country and arrest him. A VPN ain't gonna help you. He's obviously already gotten into your system and gotten the information he needs so now all you have to worry about is canceling your bank accounts.

All you can really due is make sure your firewalls are up and do research on what anti-spyware is best at preventing inbound probes and catching outbound traffic. The outbound is info that (as your clicking on sites, pop-ups, and ads) travels through the Net and lands in the hackers Net or web. So double check your firewalls. Also to be an ethical hacker you have to be certified the International Council of E-Commerce Consultants (EC-Council.) Not someone that hacks into your Computer and screws up your stuff. Research where to report this to I know here, you go to. http://www.cybercrime.gov/
Good luck

Lol..

Ethical Definition...

1. Pertaining to or dealing with morals or the principles of morality; pertaining to right and wrong in conduct.
2. Being in accordance with the rules or standards for right conduct or practice, especially the standards of a profession: It was not considered ethical for physicians to advertise.

Ethical Hacker Definition...

An ethical hacker is a computer and network expert who attacks a security system on behalf of its owners, seeking vulnerabilities that a malicious hacker could exploit. To test a security system, ethical hackers use the same methods as their less principled counterparts, but report problems instead of taking advantage of them. Ethical hacking is also known as penetration testing, intrusion testing and red teaming. An ethical hacker is sometimes called a white hat, a term that comes from old Western movies, where the "good guy" wore a white hat and the "bad guy" wore a black hat.

â–º Point Being: If he has done those thing's you say he has.. He is a Black Hat.
He is certainly in not way ethical or a hacker, He is a 'Cracker' (Malicious intent)

â–º Solution: Reinstall your entire computer doing a FULL Format.
(And if doing it manually I'd recommend deleting/Recreating the partition)
