If he puts wink faces that usually a huge sign , if he compliments you on a lot of personal things like your hair, outfit , face, ect; that usually means he likes you

If you know the guy very well to know he wouldnt act like that around (say flirty) than yes he likes you.
If it is someone you dont know id say get to know him like a friend and than see the big 360 as I call it.
