Facebook page question?

I want to make a Facebook page but I don't know how. I want to make a harry potter one. How do I get people to like it and stuff I've seen people with pages that have 3 likes to 45000. Both of those pages are harry potter ones.

to get likes you have to do share for share with other pages or create an add but that will cost money also promoting your page will
