How come every time I click on something, a thing called Oracle America pops up?

Every time I click on, say, a new tab, or if I see a picture on Facebook that links to another site, a thing called Oracle America wants to download something onto my computer? I know this might be a virus, but I want to know for sure what it is. Every time it asks for permission to download I say no, but it just keeps coming back. Please help!
