No you cannot until they are your friend in Facebook. For twitter there is a similar question already posted in yahoo answers(http://statigr.am)

You have to search hard if you only have name and phone number because to easily find anyone online you must have mail address.You can search his name with address in google to find his mail address or you will get directly link to you FB/Twitter. Once you got the mail address then it will be very easy to find.
