Average cost of website developer?
I'm familiar with HTML and CSS, but not Java or C++. I do not want to build a website on Flash, because Apple mobile devices still don't support it.

1) How much would it cost to hire someone to build a website (in Los Angeles)?
2) How much should it cost?

I tend to use eLance to hire. I want to provide a budget that's respectable but not ridiculous.

Project Details:
- The user enters the site to animated entry (e.g. door)
- User signs in
- A character will act as a guide speaking to the user and providing information (actually speaking with audio)
- User will walk down a hallway and enter rooms
- The rooms will have animated content
- The user will be quizzed on the content
- The user answers correctly, they leave the room, walk down the hallyway and enter another room
- The user completes one level, the enter the elevator again and moves up

I would create all the animation needed.

What you are describing would be very difficult to implement in a reliable way without using Flash, and would consume a great deal of bandwidth. When you say you'll create all the animations, how? In what format? I'm not sure you fully understand the limitations of the internet, and what you can and can't do on a web page. There's no such thing as an "average" cost. It depends on the level of difficulty and time necessary to implement what you want. You might pay $20 an hour or $120 an hour depending one what kind of work you need done.

Post an ad on Craigslist.

You could probably find a Computer Science major at some college who will do it for cheaper than you could imagine.

There's a lot of talented and innovative web programmers still in school.

What you ask is hard and expensive. Also mostly silly.
http://unity3d.com/ <- this can do what you ask for
But its quite slow to load(it should run quite good), and its meant for making games or big 3d animations. Also it needs to install before it runs, so you are looking at good 10-15 minutes before people even see a single thing from your site.

If you’re looking for someone to hire for the job one of the best thing to do is post a detailed description of the person you’re looking for the job. There are lots of sites where you could look for people to hire besides Elance. Staying focus on one area when hiring will miss you a great chance of hiring skills and talents. You need to expand your search like looking on other sites like https://www.staff.com/, job boards and even on social media. It doesn’t really matter now where you hire the person as long as it is done with quality and on the given time frame.
