you need to be more specific about what you want really.
if your building your first sie and you want comments or a forum etc, then go lookup wordpress or joomla,
if you just want to convert text to html lookup dreamweaver

if u r creating webpages for the first time then their r no specific softwares. u have to learn html(hyper text markup language) for which u have to learn some tags and coding part for the primary steps. this coding part can be done in notepad only, after this when u master over this u can learn PHP and DHTML. after this u will be able to create websites. its not so easy to create webpages. if u use any software also, then also u have to learn coding part.

If you are just looking to get a website up and running the more popular blog platforms from Wordpress and Google are your best bets. You can get started for free and try things out, these systems let you build everything online and it's very easy.

Once you are a bit more established and you know what you want out of this project you can spend a few dollars and register your own domain name and tie it all together.

If you are looking to author your site completely on your own Adobe Dreamweaver is the standard for most experienced developers.
