HELP! I'm locked out of my apple ID completely!?

I recently got a new laptop, and a new ipod, and my old things went to my little brother or got thrown out, so I can't use them. I need to verify my stuff, but I can't because I switched the payment options to "none" to try to skip the verifying, but then I forgot my secret questions. And whats worse, the E-Mail I had set up for them to go to if I forgot was hacked, so I can't buy any music or apps. All I wanted to do was buy some Joan Jett ... Can I change the payment options back?
