Do I need to connect to the internet to use phone apps?
I recently purchased a phone and got 1 month free web feature. If I download free apps are they really free? And if I discontinue web feature can I still use downloaded apps?
I have

Not sure where you're from but you have to make sure the "free web" isn't specific to certain things such as Facebook etc.

Do you have an iPhone by chance? The free apps are really free but if you download them over your carrier, then standard data charges will apply UNLESS you were really given free web for browsing ANYWHERE.

Apps, depending on the type will still work offline - some require the Internet (celluar or wi-fi) to work such as Facebook and eBuddy.
