How can I improve my community?

In my community, there are a few groups a year that awarded $1000 to improve their community in 90 days. I can only think of the little things I can do, I can't think of anything big. Help, please?

Is your community rural, suburban, or urban? That makes a difference in the suggestions.

Here are some ideas from one community. I really like the creative mural wall space. Have a contest with local artist submitting ideas. Their compensation will be the free advertisement gotten from having their work showcased. The $1,000 can go towards supplies. The wall space will have to be donated by the business that owns it.
