How to increase ram usage and performance index in windows 8?

Hello everyone.. I am using HP Notebook lapi with windows8 32-bit. I have installed 4gb RAM (2GB+2GB) with Intel i5, but in the windows performance index it showing only 929MB is usable out of 4GB. And and my lapi is dead slow.. All the applications are opening very slowly, like windows 98 with 250MB ram. And the RAM performance index score is very low that is 3.9. I am really frustrated because my new lapi is working like this. Plzzz help me it improve my lapi to work better.
