Am I allowed to promote my wines in British Columbia ?
I know that I have to sell my wine to the Liquor Distribution Branch (LDB), but am I allowed to go to bars, pubs, restaurants, liquor stores, hotels, etc. to speak with them about my product and then they can buy it from LDB ? Can I advertise my wines through any legal means: newspaper, radio, TV, Facebook, Google ads ?

I found those sites with two very simple google searches. "liquor advertising bc" and "liquor promotion bc". Took about a minute.

If you are genuinely trying to start a business and not just trolling, for some obscure purpose, it would be a good idea to take a little initiative and do some research for yourself. A person who can't do that is not going to be very successful running a business, especially one as competitive as the wine industry. And in any case, there is no point promoting your products to anyone if the products are not available to buy from the LDB. I'd suggest that by the time you get through the process of getting your products into their warehouses, you will know a lot more about selling wine in BC.
