How to delete facebook account without sign in details?

How can you delete your old facebook account if you have lost your email address and password. I will set up a new one

No you can't do it

Impossible to do without being logged in. You'll need to use the "Forgot My Password" message under where you normally enter your password. Facebook will verify your security information and issue you a temporary password so you can log in and change your password. You'll need a different email address to set up a new account unless you wait several weeks to try and use your old email address again.
