How do I unblock someone from commenting/liking my content on Facebook?

I have a contact on Facebook whom a long time ago I banned from commenting and liking my content on Facebook. This was quite a while ago and the site and it's profile settings have been updated a lot since I put the restrictions down. I can't find out where I remove the restrictions on this contact. Their name is no where to be found in Manage blocking nor are they on my restricted list. Any idea?
That's where I am, Ben but this person's name is not on that list and I know for a fact they are unable to comment or like my content. There must be something that has gotten lost in the system since they've updated it because this person's name is not on that list.

Click on the GEAR icon to the top right, click on Account Settings and hover to BLOCKING tab on the left and you can see the list of blocked people there. Unblock him over there.
