can someone on twitter see my message if iam following them but there not me?
can someone see the message i send them if iam following them but their not following me and is it a way you can send a message to someone on twitter and let them know to follow you how would they know to follow you back?

Yes, you can send anyone a message and visa versa.

The follow feature only gives them everything you have said to anyone.
