You cant if you want a .com.

There are some free ones out there, but they have really low storage space, and really low bandwidth allotments per month.

I pay 4.99/month through Godaddy, and it gives me 100GB of space, and a ton of bandwidth per month. Plus I registered my .com for 19.95 for 2 years.

you can generally get free webhosting through your ISP provider. If not, you can use blogspot.com or wordpress.com to create a site.
