The fastest way is to buy them. Unless you have a website then you could use retweet buttons to get more followers. If it's for a personal account just be active and follow others.

You don't need to buy fans.
Try WeFollow.com. You can search users by keyword. Then, start finding people who are interested in the same things as you. Follow them and hopefully they will follow you back.
