Do the apps for the MyTouch 3g or the Motorola Cliq need a data plan to work?

Do you need to have the data plan for the apps to work?

of course NOT. i don't have data on my Cliq, as a matter of fact i use it prepaid (Bummer huh?)
i get my apps through wifi it has built in. you ONLY need a data plan if the app requires data while you use the app outside of wifi range. But it will refresh once you step into wifi again. An example lets say facebook, you will get updates while you are around wifi, but once you leave, it will stop updating. In order from accidentally using 3g w/ out a data plan you can just tell the phone to use only the wifi. hope this makes sense lol.
