I mean he posted a tweet a few days ago saying:

Justin Bieber was flirting with his fans that night as well as giving them random tweets to laugh about. He always pranks and teases his fans so what he meant by the tweet that he tweeted about his fans last night was meant to say that he likes messing with us except he used the word f*ck instead but censored it. Justin Bieber is like any other 18 year old that curses every once in a while. He does have to be careful what he tweets on Twitter because the whole world is watching what he says and he has an audience of young fans as well as older fans. Even though Justin Bieber is 18 years old and is responsible of his own actions he still will be censoring when he uses curse words.
