WindowsCE is like a customised version of Windows for specific hardware and often has many less features.

Are you sure you want a 7" laptop. I would go for a 10" to let you have just a bit more screen space and a better hardware that supports a full Windows XP or Windows 7 installation.

WinCE is a cellphone operating system - you can't run Windows programs on it, they have to be WinCE programs. (Search the web and see how many WinCE programs you can find to download.)

Windows CE is an embedded operating system. It's designed, or was designed (it's pretty old) for things like vending machines and stuff like that, that don't have hard drives, and very modest resources. It will not run normal Windows applications, and will be very basic and slow, and she won't be happy with it. These little netbooks are outdated now, and I would advise you to spend you money on something else. Even a used laptop in the $150 range would be a much better deal.
