Should I make a new twitter account?

I've had twitter for more than 3 months and Ive only got 28 followers. I'm in high school 10th grade I know a lot of ppl I'm pretty popular in school. Ive done everything i can to get more followers ive got ppl to give me a shout out ive followed tons of ppl I know I've even posted ony facebook telling ppl to follow me Should I just delete my account and start over or not. If not pls tell me how I can get more ppl to follow me.

No need to make a new account. Follow famous peoples who have many followers, be active in twitter, tweet frequently, retweet interesting tweets of other famous paoples etc will help you to get more followers
