Since you have to ask you don't.

For a basic social network site these are languages you need to know:

•php
•html
•css
•js

And you have to be able to create a MySQL database and be able to pay for a hosting provider, since hardly any of the free ones allow complex PHPs.

You use a service to build your site or install a script on your own server. I recommend SocialEngine or phpFox. They are both very popular scripts.
