When a job application asks,"Rank your social media skills"?
The application asks,"Would you rank your social media skills (with Facebook, Linkedin, You Tube, ect.) as Basic, Intermediate, or Advanced?" What do you think the purpose is?

This can only mean that you will be hired for a job as a social media marketer, or that you will be given tasks on social media or getting viral on the web. It all means promoting something or someone on the web.

The purpose is to show your communication skills. Social media is about interacting with people in your industry, sharing ideas, and being able to maintain your companies presence within these social platforms.

Companies are trying to be more engaging with their customers and future clients and find that social media has many of these benefits. They are probably asking how well you know these sites and how well you can convey a message in a concise and understandable level. I would say being advanced in social media means you blog, you know about SEO and other online marketing techniques.
