Apple TV information?

Having the limited electronic knowledge that I have, I want to know what the Apple TV. I have a very limited understanding of it. I do know that you can get Netflix and YouTube, but can you access the internet to watch stuff from other websites (such as clips from Putlocker, ect) or if I'm completely off, what is it? I also have an iPad, that is my only apple product. Can it connect to a dell laptop?
Also, is it a complicated set up if anyone has it? Thank you for your time :-)
