Look at Japanese pages & look at the posts/people who like the pages. Usually Japanese people are friendly when it comes to befriending overseas people. Try pages like AKB48, Yui, Ayumi Hamasaki, Tsubasa Masukawa; these are usually the most liked pages by Japanese people & it's easiest to find people on them.
