what is the best place to create a free website?

I am looking for a place that lets you create a free website. I am looking for the following attributes:
-extremely user friendly (for me and visitors to the site)
-doesnt have to be fancy
-little or no ads, or unobtrusive ads

I do NOT want to use facebook, myspace or another social networking site. I just want it to be simple and not a blog format either.
