I wouldn't swear by them as far as bringing tons of traffic to your site, but depending on what type of site and or products you're advertising, they might come in handy. Just Google "traffic exchange" and you will get a long list of sites to use. Personally I use http://www.listjoe.com and it helps out some, but there are many others. Also, try looking into Twitter to "tweet" your links, and also Facebook can come in handy as well.
