How do you report bullies on twitter NOT harassing you directly?

I keep reporting bullies on twitter even though the bully isn't harassing me. Every time I do, they tell me they won't do anything unless the harassed person or the person being bullied reports them. The thing is not every bullied person is going to report them but that doesn't mean this is okay! What will it take for the bullies' accounts to get deleted other than the bullied person reporting them on twitter?

The person being bullied has to report them. They do it this way because if not, then I could report anyone for bullying, just because.

You could probably block them for behavior and such, but that's about it.

I would work on, without being a pain about it - the person getting bullied, and get them to report it, or their parents if they're a kid.. Emphasize that it's different in real life - it's a little more anonymous, and the bully-er won't know. Emphasize as well that they need to stand up for themselves and they don't have to take it.
