First and foremost, before you begin promotion with any sort of zest, make sure you already have some good content that a lot of people might be interested in.

Second, explore your blog settings, deeply. You'll find that some helpful settings are turned off or only partially enabled. Blogger has meta keywords and meta description off by default for example, and most bloggers miss this. Tweak other settings too as you see fit.

Third, make full use of all the tools your blogging platform gives you (Wordpress has an SEO plugin for example) for such purposes.

Fourth, there is this golden ratio: 4-5% of any blog post's content should consist of keywords.

Finally, promotion. Once you've got the internal workings of your blog optimized for SEO, spread the word. The start is always small - make a Facebook page, start a Twitter account, tell your friends to read and spread it. There are blogs that tell you techniques to tweet/post smart on Twitter/FB to gain followers/likes. Patiently keep at it, and you'll grow. Good luck!
