Who, what, where, and how are the best places to advertise a new website fairly cheap?
I published my website (http://www.dustonthebottle.com) about 3 weeks ago. I have a $50 limit at this time with Google Adsense. Where are some places I could go for cheap adverisement where it will be seen?

Have you considered looking at The Visa Business network on Facebook? Adding this application to your Facebook page allows you to set up a company profile (accessible to Facebook users, through which you can engage with potential visitors), as well as design and distribute an ad targeted to your chosen demographic. Upon signing up, you'll recieve a $10 credit to advertise on Facebook.

If you're looking for other cheap pickups, consider other social networking sites, such as Twitter (http://www.twitter.com). There are numerous web startups on Twitter that post information related to their websites (similar to an RSS feed); you could make it your niche to offer Wine news, tips or information about tastings and events.

Have a look around Twitter and familiarize yourself with its potential before writing it off. Use http://www.summize.com to search for people talking about wine and then connect with them. Nothing compares to personalized marketing to build and maintain a reputation.

Social networking is a powerful tool that allows you to breathe life into your previously static website. Consider http://www.startupindex.ca and look around yourself for other similar websites. They act as powerful ways to network with similar entrepreneurs, which, I would surmise, will prove to be as beneficial as mass marketing.

In regards to your $50 Google AdSense credit; Do some market research and decide what your ideal customer looks like; who are the wine afficinados out there. I would guess its boomers, but you need to decide that. Then, search do a Yahoo search to find sites that cater to this demographic and back up your findings with a site like http://www.quantcast.com.

Whatever you do (or don't, rather): don't just put your ad somewhere cheap where it will be seen. Someone seeing it doesn't mean someone will click on it. Put it in a place where someone will engage, and that means understanding wher you're target market is. Sites similar to http://www.BoomJ.com anyone?
