on youtube they have a background when u click on there background it takes you to there website that they created. Also takes to to facebook and other websites.
I'm already part of the youtube partner and I'm able to monetize my videos and I have a absense account.

Shaytards, and a lot of others on youtube are part of what's called the Partner Program. When you accumulate enough friends, subscribers and comments, you can apply to become a partner at http://www.youtube.com/partner
The benefits of being a partner are quite good, including what you were saying about links in the background picture. The best part, and the biggest reason people apply for Partnership is the revenue. You can make unlimited amount of cash by including ads on your videos. Approximately $800 will be awarded to you per million views. There are lots of different extras with being a YouTube Partner, so look into it further.
There is no firm number on how many of each you need, but you'll need to basically fill in a job application, per say. If all goes well, you'll be able to have all the benefits of being a YouTube Partner.
The only thing I can add on is that YouTube is busy, and you're application won't even be read for about a month, so be patient.
