Not always, but most of the time, and on most of the issues. Especially the majorities of medium to large countries. Since we are a social animal, like lemmings, herd mentality is hard wired into most of our brains. It only makes sense that most of us would rather jump off a cliff with everyone else than be alone.
Lemmings cross a river to mate or give birth(I can't remember which) to their young on the other side, they are migratory. There are many examples animals with fatal instincts across the animal kingdom (sockeye salmon for another).

Isn't it funny how elitists always claim this and yet they continue to use propaganda to create the monster that they so fear and seek to control?
One can learn morals from experience, as one can learn many things from it.
Hitting person = making that person sad and/or angry at you. Due to something called mirror neurons, we are hard-wired to empathize and making a person feel bad will also make him or herself feel bad. Since we don't like negative stimulus, we adapt and avoid such behavior. This is how humans initiallly and naturally developed morality. It is also how I developed my moral code.
