I have a new Google Account and Went to Blogger- HELP PLEASE?

I just created a new Google Account for Friends and Family to access. With the new account I wanted to create a Blog to go with it as well and when I went to Blogger the first thing it says is "Do I want a Google + or a Limited Blogger"..

I think I just want a Blog but I don't know what the difference is between the 2, and before I click Blogger I'd like to know.. What is Google + all about? I've never used it. Is it a blog too, or is it something totally different?

Google Plus is there Facebook counterpart they have been pushing at every opportunity, just noticed Google Places local search listings are now Google Plus pages. Not sure of the Blogger connection, might be for author info and multiple blogs indexing.
