Would this log me out off my Facebook for example or just reset my network settings ?

No, it doesn't affect cookies or passwords in Safari. It just forgets the names of any networks it's come across and all the network passwords.

(edit) It won't "log you off" facebook per se, but if you happen to be connected to facebook via the app or safari you're going to be disconnected because the reset involves a reboot. But the facebook app or safari, however you connect, will remember your login/password when you've reconnected to the net and run the program again.
