How Do I solve this Systemic Privacy flaws of Facebook?
In the new Privacy Shortcut (Facebook) settings, under (Who Can Contact me) I selected Strict Filtering, but why non-friends can still send me an inbox message?

are those non-friends people who you have communicated with previously? if so, that setting doesnt apply to them, as all they have to do is reply to an existing conversation

to prevent it, you have to block them
