You follow people and ask them to follow you back. If you're part of a fan base you also can gain followers. You can tweet "I follow back RT" and you might get some new followers too.

There is no magic formula to getting more followers on Twitter. You can try using Twitter trains or reading an eBook on how to get more followers. The best way is to post interesting content and be fun.
