Does any country have a social program like this?

You're free to sell your own labor and skills on a (regulated) market for the going rate, and you can thus become very rich through innovation and hard work. However, ALL adult citizens, regardless of skill level or employment status, are guaranteed a "baseline" income that they will always be paid. If they have a job that pays more than the baseline income, they receive nothing from the program. However, if they ever fall below the baseline income for any reason, the program will pay them - regardless of length of unemployment, sickness, etc.

Does this type of social program exist anywhere in the world?

I can't answer specifically, but it sounds like the ultimate welfare to me. You mean, pay EVERYONE whether they work or not? If they just decide to blow off working, they get paid anyway? That would break the economy in about six months.

how about having farmers give produce to the needy, in return for 0% tax

or having free health care to those who pass a health physical each year, showing they in excellent health, those who are fat and lazy have to pay the doctors bills

or why not make it legal to us illegal citizens in america as slaves, cause technically they are not american, and the wage laws don't apply to them

i wouldn't mind have a few slaves that work for free

Thought Doctor, they can do it legally by not going to school and play dumb. Easy as eating cake. When they can't earn enough, they are in the program.

I don't know of any countries that pay their citizens a "baseline income" even if they don't work. However, most civilized countries provide basic services like health care and education to all of their citizens, regardless of whether or not the citizen is employed. So basically, they provide their citizens services, as opposed to income like you suggested. Same general idea though.
