My tweets are not coming up on the public timelines, why?

My tweets aren't popping up the public timeline when I try an participate with the trending topic. I don't know why I'm having this problem, my twitter isn't on private and I look on the twitter troubleshooting page and it said this only happen when you spam or something but only for 24hrs. I been having this problem for months. Is there a way other than making a new account?

public timeline is huge.. SO it's very difficult to find your tweet on public timeline. It may not happen always. To check if others can see your tweet, just tweet with unique hastag. then search for that hashtag after 2-3 hours. if it appears then there is no need to worry.
