Do you need a business license to start a social media business?
I'm looking into trying to start working as a social media strategist. Would I need to have a business license for something like that if I am charging fees?

Depends on what you are doing, where, and for whom - AND regulations in your state & local jurisdiction. See your lawyer and ask about zoning where you live (if you will work out of your home), permits, licenses, any problems with clients coming to your home (most places, that's a no-no in a residential zone), the best legal form for your biz (sole proprietorship, LLC, corp, etc), tax issues, etc.

Not necessary if you work as a freelancer but you should always file your taxes properly.

If you are going to put up a social media marketing firm, yes, you need to have a business license to operate as a sole proprietor or a partnership ( or those that applies ). If you plan to work as a freelancer, you only need to report your income to your local tax office and declare yourself as self-employed. On the source below, you'll find sites that will help you. Good Luck.
