How do I make a petsite?

I want to make a petsite like verpet's or something but I have no idea how >.<
are there any site maker's I could use?
Like verpets or neopets or soemthin but preferably free to make

To make pictures customizable such as color, sound, and everyting else you would most likely use flash or even java. Other languages to make the website: Javascript, HTML, CSS, PHP.
