I am not receiving email notifications from Facebook when someone sends a message. Why not?

I am not receiving email notifications from Facebook when someone sends a message. Why not?
My Notification settings on Facebook are set to receive "all notifications, except the ones you unsubscribe from". I have not unsubscribed from any notifications.
