There's this cute kid, I've seen him around at school ..I'm 17 btw ..he's real cute&added me back on instagram& twitter. Should I start talkin to him? If so how could I do that?

Well if youre looking to date him make sure he doesnt have a girlfriend but if you want to talk to him maybe just go up to him in school and start a coversation just by saying hi or giving him a compliment like I like your jacket..you know anything to start a conversation..hope I helped

Sure. Do you have any classes with him? Because that'd be a good way to start.

Or maybe if you just liked a few of his pictures on instagram and then said hello to him whenever you do see him. Liking his pictures is a way of letting him know that you exist and you are attracted to him.
If you don't want to like the pictures then just say hi.
